The Honorable Thomas J. Kelly

 

 

 

 

On November 4, 2025, Thomas J. Kelly was elected Judge of the Rocky River Municipal Court for the term commencing 1/1/2026.

 

Thomas J. Kelly has been a licensed attorney in the State of Ohio since 2002.

 

Judge Kelly has extensive criminal jury trial experience for crimes including murder, rape, burglary, theft, drug offenses and felonius assault. He has tried civil cases on matters ranging from divorce and custody to riparian rights and construction disputes.

 

Judge Kelly's resume includes service as municipal public defender, municipal prosecutor and assistant law director. In November 2019, he was elected to Bay Village Council and served a four year term.

 

Judge Kelly, his wife and their two children have resided in Bay Village for over twenty years.
